Slums in Kathmandu Valley

Urban poverty in slum settlements in the major cities like Kathmandu is a growing issue on the Nepalese context. Urban services provided by the governing authority are not sufficient for the slum citizens. For them, it may be a far cry in receiving basic services from municipal authorities in Kathmandu. In this context, Samudayik Sarathi implemented 60 days field survey program on 55 slum settlements of Kathmndu valley.

Civil Society Engagement in Municipal Governance

Municipal service delivery should be made effective in order to make the live practice of sovereignty promoting local democracy. Moreover, it builds the gap between the local government and people.

Since service delivery demands the active role of multi stakeholders, its creates obligatory role of both supply side and demand side. So, it is essential to observe both sides of the service delivery and empower them equal footing. Capacity building of municipal service providers must move concurrently with the citizens so that their capacity to deliver better services can match with the need of citizens.

In the present context very poor social accountability practice found in local governance. The role of civil society organization is vital in breezing the left behind people with the service providing by local government in Nepal.

Town Halls: Answer to Nepal’s Democratic Challenges

Th e country’s present democratic practice doesn’t provide people opportunity to interact with their elected
representatives and hold them accountable for their (mis) conduct. The opportunity to cast a vote in a five-year electoral cycle has failed to make the system accountable. This problem is not unique to Nepal; dissatisfaction with government is a global phenomenon (Norris, 1999). Countries are responding to this problem, identified as democratic deficit, by initiating constitutional reform, structural reform in political parties,
electoral reform, and greater public access to government information. Recently, Nepal went beyond all these reforms; from 2006 to September 2015, it was engaged in engineering a new constitution with the objective of making it a secular federal republic with mixed electoral system.

Samudayik Sarathi is a non-profit-making organization established by a group of youths from different
academic and cultural background in 2007 to promote participatory democracy, good governance, and
social justice through right-based approaches.

Since its inception, Samudayik Sarathi has conducted 855 town halls in 66 districts, collected the opinion
of 43,210 youth and women on 19 different draft bills, organized 141 constitutional dialogues in 45
districts and collected voices of 7,050 youths on four different reports produced by thematic committees
of the Constituent Assembly. Similarly, it has trained 900 WCF and CAC members in five municipalities to
work on public service monitoring and mobilized 140 women leaders in Saptari and Sunsari to carry out
fl ood disaster preparedness and local resource mobilization programs.

The organization has also conducted orientation programs for 360 stakeholders under its inter-generational
dialogues in six districts on women empowerment and gender equality. It consulted 100 stakeholders on
the issue of safe migration and anti -human trafficking through local-level policy dialogues. Samudayik
Sarathi trained 300 stakeholders through six cross-border meetings on combating human trafficking. In
western Nepal, the organization trained 375 women of Sohana and Tharu community in Bardia under
its freshwater biodiversity conservation program. In Kavre and Sindhupalchok, it organized 295 local
people to conduct a mutual accountability promotion program. It recently supported 205 slum children
by setting up a community center in Manohara in association with different NGOs, CBOs and donor
agencies.
