Municipal service delivery should be made effective in order to make the live practice of sovereignty promoting local democracy. Moreover, it builds the gap between the local government and people.

Since service delivery demands the active role of multi stakeholders, its creates obligatory role of both supply side and demand side. So, it is essential to observe both sides of the service delivery and empower them equal footing. Capacity building of municipal service providers must move concurrently with the citizens so that their capacity to deliver better services can match with the need of citizens.
